SendAsync(string, NotificationKind, string, string, int?)

Snima notifikaciju u bazu i push-uje je korisniku u realnom vremenu. Ako korisnik nije online (nije konektovan na hub), notifikacija čeka u bazi i biće dostupna pri sledećem GET /api/notifications.
